Biography
Steven’s experience and expertise includes:
- Digital transformation, digital government, and smart city program strategy, planning, and operating model
- Digital transformation program and change management for private and state-owned/operated enterprises
- National financial planning, budgeting, payments, and treasury management systems strategy, architecture, and delivery assurance
Steven earned a Master’s degree in Technology of Management from The American University in 1986 and a Bachelor’s degree in International Studies from George Mason University in 1981. He is also fluent in French and has basic proficiency in Thai and Vietnamese.
Abstract
Smart City development in Vietnam is taking place within the context of multiple national digital transformation dimensions. It is critical for government and private enterprise to understand their respective roles, responsibilities, and opportunities within this complex environment. Steven’s presentation will examine that framework, highlight some prevailing conditions, and discuss implications for government and private enterprise.
